What are the NET & ETV?
New Excellent Technology(NET) & Environmental Technology Verification(ETV) Project

Objective

Many Korean environmental companies are small or medium businesses. Even if they develop excellent environmental technologies at their own expenses, it is not easy for them to get into the market due to their low marketing ability. This situation has a significant effect on their business, making them reluctant to develop new technologies and, in the long run, highly dependent on foreign environmental technologies and ultimately negatively affecting the government's environmental policies.
One of the biggest reasons that newly developed technologies are not admitted in the market is the lack of confidence in the technologies.
That is, if a new technology has not been used in the field, technology users are reluctant to buy it. To solve this problem, the government introduced a ”°New Environmental Technology Verification System”± that verifies and certifies the performance and field applicability of new technologies. The system was introduced first in 1997 and has been recognized as effective and helpful by numerous domestic environmental companies.

Scope of NET & ETV

In order to apply NET, technology should provide benefits for Environment, the data based on science and engineering-related principles and a facility to be verified. Scope of NET is as follows


    - Wastewater / water treatment technology
    - Solid waste treatment technology
    - Air pollution protection technology
    - Wastewater / piping technology
    - Ecosystem-restoration technology
    - Technology related with Environment

Qualification of application

Eligible applicants can be individuals or corporations(in which case documents proving the existence of new technology are required) that have developed a new technology, and it is required that applying technology should be registered for/hold a patent for the protection of the discovered technology.

Evaluation of the technology

The technology that undergoes evaluation can be categorized into two categories. One group is made up of environmental technology under Article 2, Clause 1 of the Development & Support of Environmental Technology Law. The other consists of technologies that get rid of detrimental factors that cause damage to nature and people in it through enhancing self-purification. The latter can prevent environmental contamination in advance by restoring the damaged environment little by little.


    ¢¹ Technology that cannot be evaluated
    There are technologies that cannot be evaluated, the criteria for which is clearly stated in Article 7.2 of the Regulation about the Valuation Process & the Standard of the New Excellent Technology and Environmental Technology Verification.

    Technology that can not contribute to preserving the environment because it has no benefits from
    an environmental point of view
    Technology that has no grounds on scientific or technological principles
    Technology that cannot be measured quantitatively through experiments or analyses
    Technology that cannot be demonstrated on site
    In the case that the technology is rejected certification it cannot be considered unless re-applied
    after being improved
    In the case that the applicant withdraws the application
    In the case that the applicant does not improve the application even after being
    asked twice to do so according to Article 7.1 of the Regulation.
    ¢¹ Standards and Operation of the Evaluation of the facilities
    The real-site or pilot facilities that are established entirely on sites in Korea are subject to evaluation. The establishment and operation of such facilities should be overseen by the applicant of the evaluation, however, an agent can operate it in case the applicant wishes to do so.
    ¢¹ Duration of the process
    The certification of new excellent technology (NET) is to be taken care of within 90 days of application, and the environmental technology verification (ETV) within 120 days of application. However, the amount of time spent for public announcement, document supplementation, and site evaluation is excluded from this period.

Conditions for verification

In order to be verified as a new environmental technology, it must pass both the 1st document based examination and the 2nd on-site verification by ”°the environmental technology evaluation committee”± membered by specialists.

The first document-based examination is focused on the novelty of the technology, seeing whether the technology is newly developed, and its performance. Thus, only when the technology is found to be new, will its performance be evaluated. In addition, before the final decision on the new excellent technology is made, the field applicability and performance of the technology are confirmed in the practical respect. Test on field applicability is focused on whether the new technology is more efficient, safer in operation, and easier to maintain than the existing ones. As the evaluated items indicate, the new environmental technology verification system tests not only the originality and performance of technologies but also their field of applicability. Thus, once a technology is verified, the technology is recognized as immediately applicable in the field. The effective term of new technology verification is three years in principle but the verified term of technology which is applied in the field successfully can be extended by extra three years through examination. However, if any defect is found during field application, the verification can be revoked for the reliabilityof the system. On the other hand, in order to promote the utilization of excellent new environmental technologies developed by small and medium businesses, the government supports 50% of expenses for theon-site verification of new environmental technologies (around 40 million won on the average per case).

    ¢¹ Holding an exhibition for the announcement of the New Environmental Technology
    The annual exhibition for the announcement of outstanding New Environmental Technologies aims to contribute to the improvement of the environment industry through the promotion of developing new environmental technology and advancing the competitiveness of the industry.
    ¢¹ Holding circuit sessions for the New Environmental Technology
    The circuit sessions are held annually to public officials, especially those working in the environmental arena, to promote the understanding and application on site of outstanding New Environmental Technologies.
    ¢¹ Publishing leaflets for the New Environmental Technology and handbooks containing their designs
    The leaflets and the handbooks containing the designs of the New Environmental Technology are published at the end of each year to introduce the technologies that have earned NET and ETV.
